地級市是除了直轄市、副省級市之外的大中城市。一般為市區從事非農業生產的人口25萬以上，其中市政府駐地具有非農業戶口的從事非農業生產的人口20萬以上；工業總產值20億元以上；第三產業發達，產值超過第一產業，在國內生產總值中比例達35％以上；地方本級預算內財政收入2億元以上，並已成為若干市縣範圍內的中心城市。　地級市政府向本級人大及其常委會負責並報告工作；向省級政府負責並報告工作，並同時接受國務院的統一領導；領導整個城市的經濟文化建設和市政工作；領導整個行政區域內的各項行政事務，並領導所屬縣、縣級市政府。 　　省、自治區政府所在地的市和經國務院批准的較大的市的政府，可以根據法律和國務院的行政法規，制定行政規章。
