圖書館是蒐集、整理、收藏圖書資料供人閱覽、參考的機構，早在公元前3000年就出現了圖書館。它有儲存人類文化遺產、開發資訊資源、參與社會教育的職能，另一職能是收藏人們不願意購買（或者無力購買）的資源，作為館藏提供大眾使用或查閱，它可以由公共團體、政府機構或者私人組織開辦。 圖書館是社會記憶（通常表現為書面記錄資訊）的外存與選擇傳遞機制。換句話說，圖書館是社會知識、資訊、文化的記憶裝置、擴散裝置。
