清關（Customs Clearance）即結關，是指進出口或轉運貨物出入一國關境時，依照各項法律法規和規定應當履行的手續。 清關只有在履行各項義務，辦理海關申報、查驗、徵稅、放行等手續後，貨物才能放行，貨主或申報人才能提貨。同樣，載運進出口貨物的各種運輸工具進出境或轉運，也均需向海關申報，辦理海關手續，得到海關的許可。貨物在結關期間，不論是進口、出口或轉運，都是處在海關監管之下，不準自由流通。
