難民

難民（Refugee）從廣義來說，是指由於天災或人禍而生活無著落、流離失所、需要離開原居地的人。 但嚴格意義上的難民，是根據聯合國1951年的一份國際公約以及聯合國在1967年修訂的關於難民身份的一份議定書所共同訂立的。該定義是：基於一種可以證明成立的理由，由於種族、宗教、國籍、身為某一特定社會團體的成員、或具有某種政治見解的原因而畏懼遭受迫害並留身在其本國之外，並由於這樣的畏懼而不能或不願意受該國保護的人，或者一個無國籍的人，或國家滅亡的人，並由於上述事情留在他以前經常居住國以外而現在不能、或由於上述畏懼而不願意返回該國的人。
