生活水平（Living standard），是指與人們的收入水平或消費水平相關的物質和精神生活的客觀條件或環境的變化。生活水平通常透過人們的衣食住行以及健康、教育、文化、娛樂、社交等反映人們生活條件或環境的客觀指標來進行測量與評估。主要環繞“需要、匱乏、工作、生產、收入、消費”等層面，這些概念被視為可量化。 聯合國糧農組織提出了一個用恩格爾係數判定生活發展階段的一般標準：60%以上為貧困；50%—60%為溫飽；40%—50%為小康；40%以下為富裕。生活水平不同於生活質量。生活水平是指自己能控制、改進和維持其生活質量的物質資源和非個人資源，而生活質量是對社會需求的滿足感。後者可以用主觀指標來評價，前者只能用客觀指標來評價。 恩格爾係數是國際上通用的衡量居民生活水平高低的一項重要指標。採用恩格爾係數對一個國家或地區的居民生活水平進行科學評價具有重要的理論意義和一定的參考價值。
