出版或稱發表，是指將作品透過任何方式公之於眾的一種行為。在大多數國家，作品一經完成，不論是否出版，即享有著作權。作品獲得國際標準書號並經過一定資質的出版機構印刷成書籍稱為出版物；出版物內容以數碼形式呈現的稱之為電子出版物或叫做電子書。以出版為主的生產或者產業領域稱為出版業。擁有大量複製或同等規模的傳播力的公開發表都統稱之為出版。 我國出版資格職業資格考試關於出版的概念為：出版是指編輯、複製作品並向公眾發行的活動。作品是出版的前提，編輯、複製是手段，向公眾發行是目的。
